Are all QB's projects, or can some be starters right away in the NFL?

I just heard an NFL yst this morning and he said, 'i think that all QB's are projects'. I would say close to most, but not all. There have been some QB's that have started their rookie years and had good seasons. Matt Ryan, Joe Flacco and even Mark Sanchez.
