Why do my new guppies float on top?

I have cycle the water for two days now. I just purchased some fish to put in the new tank. They're mostly community fish except this one tiger barb. The neon tetra do just fine swimming in the bottom. I'm just very confused why do the fancy guppies swim near the surface of the water?
