Jeep Grand Cherokee Blower Motor Resistor?

I am attempting to install a blower motor resistor in my 99 Grand Cherokee. I see there are 3 wires (Red/Brown/Black) I am uming that the red one should be power? So far I have no power with circuit tester. Once again I am uming there should be power with key on or running. Can anyone confirm this?
